Two-stage stratified cluster sampling design was used. The 2007 Population and Housing Census data was used as a frame to select clusters and a new households list, taken at the beginning of the survey, was used as a frame to select sample households. Sample towns were selected by probability proportional to size and households were selected by systematic sampling. A total of 1,968 clusters and 29,032 households at the national level were selected for the survey. Unlike previous WMS, the 2011 WMS does not provide zonal level data. The overall response rate was 99.8% (27,965 households).
