All urban and rural areas of the country, including the sedentary and pastoralist areas of Somali and Afar regions, were covered. A two-stage stratified cluster sampling design was used. The 2007 Population and Housing Census data was used as a frame to select clusters and a new households list, taken at the beginning of the survey, was used as a frame to select sample households. A total of 2,106 enumeration areas and 30,240 households were selected for the survey.
